A man accused of causing a head-on crash near Grants Pass that seriously injured two people was high not on alcohol but on a cocktail of drugs, according to newly filed court documents.

Jesse Michael Rigel, 28, was arraigned today in Josephine County Circuit Court on multiple charges stemming from the crash, including DUII, hit-and-run and second-degree assault.

The assault charge carries a sentence of nearly six years in prison.

Authorities allege Rigel was the driver of a Chevrolet Tahoe that crossed the centerline on New Hope Road near Lonnon Road just after 7 a.m. Wednesday and struck an oncoming Honda CR-V head-on.

The occupants of the Honda, listed in court records as Tate and Stacy Fabian, were both seriously injured. Stacy Fabian suffered several broken bones and was airlifted to a hospital in Eugene, where she required a blood transfusion.

The driver of the Tahoe, meanwhile, took off on foot but was detained by witnesses on a side street. That man was Rigel, Oregon State Police said.

A bindle of meth was found on the driver’s seat of the Tahoe, according to a probable-cause affidavit.

At the hospital, a blood test found no alcohol in Rigel’s system, but a urine analysis found “amphetamine, marijuana & opiates,” according to the affidavit.

Rigel told authorities he has been unemployed for three months and lived with his grandmother on East Evans Creek Road in the Wimer area north of Rogue River. Initially he was listed with an address on New Hope Road.

Rigel was previously convicted of possession of meth in 2007, according to court records.

He also has several traffic tickets on his record, including speeding, driving uninsured and failing to yield to an emergency vehicle.

He remains in custody at the Josephine County Jail in lieu of $20,000 bail.
